The Department of Defense (DoD) upholds a fair and non-discriminatory process for approving freight brokers and carriers. Our mission is to ensure that only competent and trustworthy brokers join our exclusive group of transportation suppliers (TSPs) who collaborate directly with the military. By passing the eligibility test, you will become part of this distinguished group. We are committed to maintaining transparency, enabling you to make informed decisions about participating as a TSP for the military.
1. MC Authority

Active FMCSA Authority: You must hold an active freight broker authority issued by the Federal Motor Carrier Safety Administration (FMCSA).

Duration Requirement: The authority must have been active for a minimum of three consecutive years without any interruptions.

Strict Compliance: No exceptions are made to this policy. If your authority becomes inactive for even one day, the duration resets to zero.
2. U.S. Citizenship

Eligibility: Only U.S. Citizens are eligible to access DOD-issued software, military bases, and installations.

Disqualifications: Applications from individuals holding Green Cards, Visas, Permanent Resident Cards, or dual citizenship may be denied.

Dual Citizenship Consideration: Dual citizens are advised to apply to determine eligibility before deciding to revoke dual citizenship. SDDC maintains a neutral stance and does not offer recommendations regarding citizenship status.
3. Criminal Background

Zero-Felony Policy: Applicants must have no felony convictions on their record to qualify for hauling freight for the DoD.

Expunged/Dismissed Felonies: Individuals with expunged or dismissed felonies are encouraged to apply and undergo the necessary background checks for DoD evaluation.

Misdemeanors: While misdemeanors do not automatically disqualify an applicant, they will be assessed based on the number, severity, and time elapsed since the most recent offense.

Open Warrants: Applications may be rejected if there are open warrants, including unpaid parking tickets, traffic violations, or child support. Federal law enforcement may take action against individuals with outstanding warrants upon entering a military base.
4. Bond Requirement

Military Performance Bond: A surety bond is required by the DoD for certain contractors to guarantee the faithful performance of all contractual obligations.

Bond Amount: Typically set at $100,000, the exact amount may vary depending on the contract type and the size of the contractor’s business.

Surety Company: The bond must be held by a surety company authorized to operate in the United States.

Duration: The bond must remain in effect for the entire duration of the contract and until all obligations are fully met.

Consequences of Non-Compliance: Failure to maintain the bond or fulfill contract obligations may result in financial penalties or other legal actions from the DoD.
