What are the authority requirements to be a TSP?

The MC number must have been active and uninterrupted for at least 36 months under the same DOT authority.

What are the requirements to access the system?

Must be a U.S. Citizen.
Non-U.S. citizens are not eligible to register as TSPs for Department of Defense (DoD) freight.

Must have no felonies.
Background checks are part of the vetting process, and applicants with felony convictions are disqualified

Other Citizenship Status Clarifications

Green-card (lawful permanent residents): Not eligible for TSP access.

Visa holders (any class): Not eligible for TSP access.

Dual citizens: Eligible only if one citizenship is U.S. (treated as a U.S. citizen).

What type of bond is required to move military freight?

You must obtain a military performance bond of $100,000. The premium is between 1-3% of the amount

How much cargo insurance is required?

Maintain a minimum of $150,000 in cargo liability insurance.

Do I need to get background checked?

Yes, any individual or company using the Government Freight Management (GFM) system must undergo a background check as part of the enrollment and approval process.

Important: Individual drivers do not need a separate background check through the GFM. Drivers are screened and cleared at the military base when they pick up or deliver shipments. This ensures all personnel accessing the base meet security requirements without duplicating checks for every driver.

How long can I be a user of the GFM?

Once approved, a user’s access to the Government Freight Management (GFM) system remains active as long as the company maintains compliance with all military requirements. This includes:

Keeping licenses, insurance, and registration up to date (DOT, MC, SCAC, SAM.gov/UEI)

Maintaining the required performance bond

Completing any required periodic training or system updates

Following Military rules

Note: Access can be suspended or revoked if the company fails to meet compliance requirements, does not complete mandatory training, or violates military rules.

Note: While we provide the list for your convenience, you are free to use any certified bond provider that meets military requirements.

What’s the difference between a military performance bond and a surety bond?

A military performance bond is the requirement from the DoD that ensures you fulfill your contract obligations. A surety bond is the financial protection bond that freight brokers buy from a bonding company to cover unpaid freight bills.

Do you offer a guarantee for your training at MFC?

Yes. If you follow the complete training provided, you WILL see the freight that you can move.
